Town clerk requests the board appoint additional Election Workers - Mindy Gibbons, Barbara Noel, Tom Wyatt. She will also have the Election Warrants for the November 8th Election for your signatures. Rosa also will review Early Voting opportunities in hope that we will get some press coverage and publicity. Highway is working of Small Bridge Grant Program pre-application letter and Senator Rosenberg's office is providing a letter of support on our behalf to MA DOT. Jim has concerns as Emergency Management Director of the impact of the closure on emergency response and asked the Fire Chief for an assessment. The CAT backhoe has been demoed and a JCB machine is being tested now. We should make an ordering decision soon. We also need Larry to develop the next Chapter 90 road construction projects. After paying for the delayed Northfield Rd project and a new backhoe we will have $350k uncommitted balance. The board did not act on my request to appoint Jason Cook to broadband staff. I am suggesting beginning him at $16 per hour. His resume is included. Besides installations I am having him lead the project of diagraming and documenting the network. If the board likes the product we can schedule a Public Hearing on the revised document a couple of weeks or a month out. I need to get it reviewed by our labor counsel and give our employees some time to acquaint themselves with it. Jim was in a accident this week and won't be able to attend this meeting in person. I'd recommend waiting until Jim can attend to actually take action. This could be a by-law to be voted by Town Meeting. At 6:30 pm we hold our TAX RATE CLASSIFICATION HEARING. I know of at least one resident who will attend to testify that we should tax the commercial at a higher rate. Police chief, Highway boss, and I met with two representatives of MIIA our nonprofit insurance arm of MMA. We were able to identify a few lines of coverage we have that we don't need. We will see if elimination gives us much credit. I got applications for coverage for data breech and for gasoline/oil spills. This can lead to development of best practices as well as a frame to analyze need for the additional coverage. MIIA's grant program deadline is very soon. I am inclined to support body cameras for PD; a fleet maintenance tracking system and looking for direction for other of our priorities. We got a price for heat pumps at town hall from an expeditor that I consider outrageously high. Is for the offices only and would use the remaining approximate $50k. I am doing the full boat procurement instead and estimate the cost at about $13k. Cost could be a bit higher as I want fully programmable four zone WiFi controls. Because this is vertical construction and >$10k I had to deal with COMMPASS and Central Register. The bids are actually binding quotes and we will award 2 November. HCOG did a power purchase procurement for us. I chose lowest cost and shortest term supply contract for one year that came in at 9.302 cents per Kwh.
