Coordinator report October 13, 2011 Phil Delorey, Building Inspector, reports that the owner of the two properties on Royalston Rd, Mr. Silva, submitted building permit applications on 2 August of this year. Phil was waiting for Silva's ZBA special permit determination before issuing the building permits. I pointed out that both structures are being assessed for taxes and that only their use is in question so the building permit needs to be issued. He agreed. The owner needs a special permit if he intends to use either structure as temporary living facilities for more than two weeks per year per our zoning. Phil discovered Silva had included his ZBA special permit application in his submission to the building inspector. It was supposed to go to the town clerk. I submitted the special permit to the clerk and that application will be complete once the petitioner pays the $75 filing fee to the town. The building permit will be issued upon payment of $300 fee which is double the usual permit fee due to it being applied for after construction. ZBA has hearings on the two properties with campers scheduled for Nov 3. We may have time to add the Silva matter to that date. At request of chairman Magi the Selectboard will be working on the fire chief interview process during the 17 October meeting. I will have the candidate resumes available at the meeting. In the Severance housing court matter, a local plumber has been retained and has begun work. I do not have confirmation that the electrical work is complete but it appears that it has been ready for interconnect to the utility for more than a year. We have an October court review and will seek continuance of a standing order for them to vacate until the certificate of occupancy (CO) is issued, continued permission for the town to inspect at any time, and an order to get a CO. A Flood Hazard Mitigation Plan Committee is not a committee that wants broad citizen input. It instead wants select folks who are in the know. I suggest we make the highway superintendent the chair and include the EMD, a Selectboard representative and Fire and Police Chiefs. I have received nothing from WCS staff regarding the invitation from MMA for the annual 6th grade essay I forwarded. Principal Edson wrote to say that this is the 6th grade teacher's decision. I reckon that any letter than hasn't been answered in two weeks has answered itself. The Conservation Commission conditional approval to 11 Northfield Rd to cover the exposed pipe leading across their lawn was issued more than a year ago, a fact I missed. I have advised the owner to consult with the CC chair regarding any questions about covering the pipe. As well the owner is going to look into the cost and feasibility of excavating to send the water across Store Rd and then down an existing culvert to the other side of his barn and well away from his house. I'd like to terminate the contract with Bay State Elevator. They submitted a quote for $1,501.00 to scrape and paint the pit equipment and accompany the State Inspector in the re-inspection of our elevator. I think that since they inspected the elevator every other month, they ought to have advised us of the needed work in advance of the state elevator inspection. Most recently they phoned two days prior to "remind" me of the scheduled re-inspection which was in fact first notice. They couldn't get in the building because I was on vacation that Friday. The elevator is ready for re-inspection with rust in the pit scraped and painted and the electric circuit addressed. I didn't tell them that. They think we are unprepared and this quote is their answer. The Selectboard signed a five year contract with Bay State in the past which wasn't legal because anything longer than three years requires a TM vote. We are paid up thru year three. I recommend we terminate with eight months left on the third year of the contract and get another elevator company. FRCOG bids came in at under $1000 for what we pay $3400 for now, $3,600 next year, and $3,800 in the fifth year. I installed metal anchors, which are acceptable to the WCS school nurse, for the soccer goals. I intend to augment this with sand bags. If the Senate, House and Governor do what is proposed, Warwick will get a one-time increase in cherry sheet local aid of $7,778 in this fiscal year and in addition the rest of the MEMA 2008 ice storm reimbursement amounting to $14, 205. The latter would increase free cash at a future date while the former are estimated receipts that will lower the levy. The recent Special Town Meeting added $1500 to the spending side of the budget. A resident knocked over the granite post at the rear entry of Town Hall. I have Miner Landscaping repairing the post by drilling, pinning, and epoxying. Based on an examination of the break I concluded that this was not a new break in the stone. There is a community forum on broadband happening in Northampton on the 19th of this month. I submitted our first quarterly report on our broadband expansion to MBI when they requested it. The order of work / contract called for the first report 1/1/12. We have our FCC WIMAX license pending, a structural on Mt Grace completed and one for the cell tower is in the works with the tower owner. We executed the annual MEMA grant of funds from VT Yankee which goes to the Fireman's Association building fund. Historical Society has asked for some excavation help of the Highway Dept to make getting the historic hearse in and out of the Cobb house easier. Tim will work it into the schedule. The older GMC ton truck developed a sudden loud engine knock. I hope it is a bad injector. It could be the turbocharger. Tim plans to ask for a new truck at next TM but this one is needed and will need to be repaired because it would be a year and a half out to get a new one. Figure next TM plus build time. We expect the new police cruiser which was ordered in May in the next few weeks. There is a Recreation Committee Halloween party scheduled. The electric bill for town hall has been way down in the past two months. This makes me want to get some more solar panels. We could handle six more on the roof.
