Community Development Hearing
Minutes
September 11, 2008

Hearing officer David Young called the meeting to order at 7:00 pm. 

Dan Dibble, Nick Agruimbau, Jaylin Dibble, Les Goodman, Ted Cady, Brad
Compton, Chris Ryan and David Young were in attendance. The hearing
sign-in sheet is attached and incorporated by reference.

Commonwealth Capital:

A suggestion was made that the town adopt a "right to farm" by-law at
the next annual town meeting and that an existing board such as the Open
Space Committee or Planning Board could be the Agricultural Commission.

Community Development Strategy:

Suggestion made that reference to conservation restrictions be made
instead of easements.

Noted that Warwick is part of the Greater Franklin County Economic
Target Area as of 2008.

The Buildings and Energy Committee has gained official status as a Town board.

Community Development Project List

Participants agreed that this planning effort would proceed without
regard to CDBG eligibility. Last year's project list was distributed for
review. Some items such as new library furnace have been accomplished
should be deleted.

The list of project idea additions, changes and deletions is attached
and incorporated by reference.

The hearing adjourned at 8:15 p.m. to a future Selectboard meeting for
adoption of revised documents based on hearing testimony.
