Warwick Buildings and Energy Committee Draft Minutes, Sept 25, 2014, 6:45 p.m. Attending: Jack Cadwell (JC), Dan Dibble (DD), Janice Kurkoski (JK), Steve Kurkoski (SK), Meeting opened 7:10 p.m. Main Topic - Green Communities, esp Criteria #3 - Energy Reduction Plan David Young is the point person and will assemble the final application. Criteria #3: 20% Reduction Plan/Energy Use Baseline Maia Benavente from Guardian Energy sent a rough draft of a 20% reduction plan for the town buildings, based on two site visits. She used FY2013 as the baseline year. Janice will give feedback from our committee that we desire building shell improvements first (where practical) before major changes are made to the heating systems. Some discussion ensued about including the school in the plan - it will double our fuel use, but present huge opportunities for savings, of which the town will only realize 10% if the proposed energy savings agreement is not adopted. There are grants called SAPHIRE grants to promote RE and ALT E modifications to schools. Examples are PV, Solar Thermal, Geo-Thermal, Pellet Boilers, etc. We should look into those later, but name them in this application. Jack will count and measure the library windows for winserts and elaborate on his already excellent drawings. These will be part of the Plan, even if the DOER will not pay for these in the grant. Steve will inventory street lights and other elec account that have slipped thru the cracks. Dan will get a town vehicle inventory, even though all town vehicles are exempt from the Criteria#4 new purchase requirements. We will also need fuel use, separated by diesel/gas. Janice will ask Matt to get in touch with the Police Chief to gain access to the station to measure wall depth and insulation type. Criteria #4: Purchase only fuel-efficient vehicles This doesn't really apply to Warwick in terms of town vehicle purchases, but we need to brainstorm a vehicle fuel use "reduction policy". Steve proposed a speed monitor to help drivers be aware of their actual speed. A system for car-pooling could be organized but not necessarily by someone on this committee.
