Warwick Buildings and Energy Committee Draft Meeting Minutes September 16, 2009 Location: Warwick Town Hall, Meeting called to order 6:40 Attending: Janice Kurkoski, Steve Kurkoski, Jim Toth, Les Goodman, Rich Field, Jack Cadwell, Dan Dibble Minutes moved, seconded and accepted for August. TOWN HALL Does David have any ideas how the "Town building money" could be used? Is it possible to use the "Town buildings money" to paint holes that were made by the insulators on the outside of town hall? New storm windows for the town hall was also discussed. We recommend putting in storm windows with most of the balance of the town hall repair money. Jack will pursue this. Items we can think of for "Town Hall Work Day" are; gable vent in attic needs to be rebuilt with screen/louvers elec. box in attic over hall light needs to be closed remove rust and paint the bottom of the outside door in the kitchen seal and caulk the baseboards in the offices make and install more winserts for the offices make list & repair missing exterior clapboards and rotted sections tape and seal furnace ducts in the basement finish sealing and insulating the band joists in the basement south chimney needs blocking up, both on top and in basement over water pipes abandoned big ductwork in basement needs to be investigated for leaks concrete repair for bulkhead and window wells Town hall work day is October 24, 9AM to 3PM with a pot luck lunch. Dan will put this information in the News letter. We decided a separate workshop on how to build winserts is not needed at this time in Warwick. Folks can come to the TH work day to do-&- learn on the office winserts, or we can send them to the upcoming Sat winsert workshops at Orange & Athol libraries. Les will call the elevator company about the elevator issues: car light on all the time, does the oil need to be circulated and heated, venting the shaft. SOLAR IN TOWN Janice reported that with our Green up funds ($6,000) and Commonwealth Solar rebates, Warwick could get a 1.5KW system installed for free. A 2KW system would cost about $4,500. Different potential sites were discussed. Janice reported that the library board does not approve of a solar system on the roof or front or side lawns. Steve reported that a good site with an 83% solar window, still tied to the library, would be 16ft NE of the fire shed, i.e., 16 ft behind the shed, perpendicular to the road. Steve reported that the Town hall roof over the front door has a roughly 90% solar window. The Warwick Community school solar window was not calculated but appears to be above 90%. Jim will make some mock-up photos of the sites. Dan will put in the newsletter that the mock-ups will be at the town hall and the library for residents to look at. We would like residents to prioritize the different sites. SCHOOL David is looking at the sprinkler issue at the school. We discussed and voted unanimously in the affirmative to recommend to the Board of Selectmen the following: "If we need to have a sprinkler system, then we recommend replacement of the existing dry system with a wet system that does not puncture the building's thermal envelope." Janice noted that we no longer have a liaison at WCS since Susan Wright no longer works there. Janice will ask Ellen Edson again to recommend someone else. OTHER ISSUES We will pursue retroactive reappointment of Les and Jack to the committee. Their terms expired in June. Both wish to continue. We discussed the Green Communities Act: Janice said that as far as the technical assistance part, we do not need it having been through two energy audits already, and we can keep abreast of what other towns in the area are doing through the North Quabbin Energy group. She also noted that we were ahead of the game with benchmarking our buildings and our conservation measures so far (criteria #3). She also suggested that if we do apply for a grant under the Act, then the selectboard can write down their concerns with criteria 1 & 2 - "as-of-right siting" and "expedited permitting", as well as address criteria 4 & 5 - "clean vehicle purchase policy" and "low energy residential bldg code over 3K sq ft.". Jack noted that in the past we have never come out ahead with trying to comply with things like this, and applying for grants might be allot of work for someone, and none of us want to do that kind of work.
