Warwick Building and Energy Committee Meeting on Wednesday, 9/12/07 Attending: Janice Kurkoski, Steve Kurkoski, Jim Toth, Jack Cadwell, JK opened meeting at 7:10 JT moved minutes of last meeting SK second minutes No discussion Minutes passed unanimous Jack - window progress JC reported that Dan Dibble and he will be gathering budget estimates for the Town Hall windows replacement/repair. JT stated when budget estimates come in we can look at them and recommend to the select board the next step. JC stated that hopefully by next meeting we will have specifications and prices for new or refurbished windows. JT stated occupant comfort will be increased with new windows. The Community Preservation Act (CPA) might have funding for this kind of work. The grant matches 100% by the state for every dollar spent by the town. Other Town Hall issues JC reported the TH needs to be painted. Stain may be a good option. Also the brick work needs some attention. JT stated that maybe Dave Lambert could look at it. JK stated there are bricks missing from north chimney. JT stated that buildings are one of the eligible items in the Community Preservation Act however there are certain requirements. This funding source is worth looking into. JK stated that we need an alliance person in Warwick to be a spokesperson for the CPA. JT Al Morgan or Mary Williamson may be a good person. JC will write a letter to Mary. Status of elec. energy audit JK stated the person who performed our TH audit and our case worker no longer works at Prism Consulting. In talking to a new person at Prism JK learned that if we sign right now then possibly the work will be done by the end of year. JK said that Dan Dibble would suggest we get another audit that addresses our new concerns and get the work done later. JK stated some of the issues we have are: install occupancy sensor for down stairs and entrance, select and board room T12 to T 8 supers, re-lamp outside fixtures and install motion sensors and photo sensor. JT stated that it may be hard show savings financial savings for motion and photo sensors. JK stated that if sensors are put in and don't work they can be removed. JT reported that occupancy sensors at Shutesbury TH work well. JK stated a workshop she attended said installing motion AND heat sensors is the best. JT reported that Tim Kilhart at town barn said to come anytime for an energy audit. JT has not contacted the police or fire dept. yet. Insulation JK stated that a cellulose high pressure job ends up as a vapor barrier with no shrinking. JC stated when a surface temp is below dew point then moisture condensates. JK reported that three estimates from contractors are in the works. JC asked about Icenyne. JT stated blow in foam is expensive. JC stated cellulose is reversible in the future. JK asked how can we finance this project? JT stated that this week town warrants close. JC asked about payback for insulation. Can an infrared camera and blower door test help us with this? JT stated it is possible to fund from town meeting in May. JT stated insulation probably has a 10 year payback in walls. Window shade would be good idea. JC asked if attic ventilation exists? JC stated he installed a whirley bird and soffit venting at his house and still the attic is 145 deg. He was since installed a 4500cu. ft fan and this lowers the temperature dramatically. JT stated non mechanical venting is best. JK reported from a conversation with David Dann of Shutesbury that their Energy Committee assesses needs and recommends a dollar amount for the town to spend on improvements and maintenance. JT reported the budget season starts in Oct. JT stated we want to insulate before we paint the TH. JT stated window quilts may be good but are expensive. JT stated The Womens'Guild or Arts Council may be able to help with window treatments for TH. A contact person would be Patricia Lemon (WG) or Jan Norse(arts council). SK stated window dressing size vary a lot. Other Issues JK stated the TH Refrigerator uses 6kwh/day. The committee voted to have Dan look into what refrigerator size would work best if we replace the existing one. JK informed the committee of the $2.4k from the Green-Up Program and what we might do with it. Some ideas are the following; educational material for the library, renewable energy generating equipment, data acquisition for a solar system. JK stated we need to get a compact fluorescent recycling program at the transfer station. SK suggested we talk to the people in town who signed up for Green Up to see how they may want to spend the money. JK reported she has bought and delivered a killo-watt meter for library. The church will reimburse her later. Reported she is also working on book titles for an energy kit at the library. JT stated there may be $5k /year for TH roofing from MIAA. JT reported some history regarding the need for a water treatment system for fire system for the school. JT stated he will keep an eye on the MIAA account. JK stated that parishioners of the church have been asking Dan about energy issues information. Blue egg website is a good place to start. JK reported CET will host a meeting Nov. 8, 8:30-11:30AM at the Fish and Wildlife Office in Hadley. Utility representatives will be present to discuss Green Up, financing resources and case studies.
