Warwick Building and Energy Committee Meeting on Wednesday, 8/15/07 Attending:Janice Kurkoski, Steve Kurkoski, Jim Toth, George Day, Dan Dibble, Kristine Delfausse, Joe Delfausse, Suzanne Renna, Sandy Renna, Jack Cadwell, Janice opened meeting at 7:05 Jim moved minutes of last meeting George second minutes No discussion Minutes passed unanimous Jack - window progress Jack reported the sash he removed from the Selectmans office has been repaired and put back in. He will work up a price for someone else to do this work on the rest of the windows. He will also work up a price and cost analysis for storm window repair or replacement with energy efficient storms. Jack also stated that there may be a few windows with out storms. There was some discussion about thermal (double) pane replacement. Dan said he will help Jack with this project. Janice asked if anyone knew of a grant that could help us with this project. Jim stated he is working with a community development person and he will keep us informed if anything pans out. ESCO - Energy Service Company Janice explained what an ESCO is to the group. George reported that the Voc. Tech. is currently involved with an ESCO. George Day - check list for maintenance /winterization items (sometimes forgotten) George submitted the following report Town of Warwick Water system maintenance ITEM RESPONSIBLE PARTY FREQUENCY Turn off "fishes heads" George Day Every October Place culvert Highway Department Every November around fountain and fill w/sawdust (added at meeting) Highway Department Fall/Spring Install and remove insulation on the water pipe at the Historical Society Remove culvert Highway Department Every April from fountain Turn on "fishes heads" George Day Every April (added at meeting) Flush drain to fire Fire Department As needed protection cistern Trim brush and weeds Anyone who wants to As needed at spring on Mt. Grace Jim asked if there are any old school issues. George thinks Brian Gale or Brian Peters checks the heat tapes on the pipes at the old school. Electrical Services Janice reported the old school electric bill has been as high as $400.00/month and there was also a second meter with a bill for the Police Dept. George said he would check out the old school and the Police Dept. meters and report back to the goup. Janice will email George the police/center school electrical records. There was some discussion concerning the Cemetery electrical service. Around the table introductions were done at this time. Dan asked if coop buying of electricity for our community posible? Jim stated Municipality coop is not ready yet. Jim - sump drain pipe status Jim reported that some work has been done to the drain pipe and maybe the sump pump is not running now. Janice and Steve will plug in killawattt meter into the pump line to determine if the pump is running at all. Town records There was some discussion about any old town records found for bldg maintenance - owners' manuals, etc. Dan has written a Town Hall kitchen operating manual. It is posted in the kitchen and a copy is in the Selectmans office. Jim stated he is in the process of straightening out and organizing town files. Water Issues Dan asked which hot water heaters services which area. Jim stated the big tank downstairs goes to the kitchen. Steve stated the small tank goes to the bathrooms. George stated instataneous heaters may be a good idea for both town hall heaters. Some discusion about whether or not hot water is required in the bathrooms. Jim stated hot water is required in the TH. George will look into why no hot water was required at the Elks in Orange. Janice reported the ladies room faucet stays running for too long after it is pushed. Dan asked if both element for the hot water heater for kitchen are working. Steve will check this out. Steve - Insulation probe findings Steve Contacted Jay Blackbird and he doesn't remember the status of the TH kitchen and dinning rooms insulation. Steve and Janice will pull electrical outlets and find out. Status of elec. energy audit Steve reported that the electrical audit by National Grid/Prism Consulting was done in July and presented at the previous selectboard meeting. Most lights and ballasts qualify for replacement. The cost is around $1,200: National Grid pays 80%, and the town owes $248 (reduced to $211 if paid in one lump sum added on to the elec bil). It is likely that the selectboard will sign this, because the payback period is estimated at 9 months. Janice stated that Patricia Lemon had said she wanted to present this at the special town meeting in Oct., not for approval by the whole town but as an FYI that this great stuff is happening. Janice & Steve will look into whether occupancy sensors are appropriate for some lights. Joe Delfausse will help with appliance auditing in the town hall. Ideas that shouldn't fade away - setback thermostats, reminder signs to turn off lights, ceiling fans, attic ventilation, hot water heater swap. Next newsletter green corner & signboard - promote Kill-a-Watt meter for library? Dan said that people want to know if our committee will gather info on renewable energy.
