Warwick Building and Energy Committee Draft Meeting Minutes, July 23, 2008 Location: Board Meeting Room, Town Hall Meeting called to order 6:10 Attending: Janice Kurkoski, Dan Dibble, Jim Toth, Steve Kurkoski, Jack Cadwell, Les Goodman Minutes moved, seconded and passed for May and June. Ethics Commission Seminar & Open Meeting Law Seminar A representative of the state ethics commission will hold a meeting in the town hall Thursday August 7, 10AM. There will also be a seminar on open meeting law on Tuesday Aug 5, 10AM. All town departments are encouraged to attend. Janice and Les expressed interest in going. WBEC adhoc or official committee Discussion concerning WBEC becoming an official town committee. Some issues are: an established committee may be better for the selectman, we may have a budget. Committee members need to contact Jeanette to be sworn in. Monthly meeting time It was discussed and voted that the committee meet the third Wednesday of every month at 7PM. Center for Ecological Technology (CET) Peggy McCloud from CET has a grant to help town energy committees. We will invite Peggy to have a public meeting in Warwick focused on air sealing and insulation in September. Janice will call Peggy. Fiscal Year 2008report Pat Lemon asked for a fiscal report. Janice generated this report. Committee reviewed this report and suggested to add library kit and itemize repair list for town hall. The report was moved, seconded and passed with the above changes. DOER/FRCOG Scott Durkee of DOER does not want to audit the town buildings if we are still in line for the free energy audit with FRCOG. At this time Scott is not sure how the new state "green communities act" will address town needs. FRCOG has chosen Siemens as the ESCO. A letter will arrive in Warwick from FRCOG asking about our intent to continue with the program. Siemens will do a free preliminary audit. If there are items that are appropriate, Siemens will do a complete audit which Warwick will pay for. We then go to the bank with Siemens and secure a loan. It is possible for the town to be its own ESCO. Bob Dean from FRCOG said we first need to have a contractor/Professional Engineer write a report for the bank. FRCOG/schools We will keep an eye out for the above mentioned letter and inform the Selectmen that they need to sign up the Warwick Community School. If PVRS signs up then only PVRS high/middle school and outbuildings will be on board. We discussed and agreed upon the above. Warwick Highway Department (WHD) Tim asked if the WBEC could visit the WHD and recommend ways to save heating fuel. Janice, Steve, Ed (from Arizona), Les and Jim toured the WHD site and found the following: Main garage In the main building there is two inches of insulation in ceiling and new vehicle doors. We discussed vinyl indoor storm windows, air sealing and adding insulation. The homosote ceiling may be a problem. Salt shed The salt shed has new vehicle doors rated at R16, the 5" solid concrete walls have no insulation, and there is approximately 4" of blown in fiberglass in ceiling with pigeon droppings on top of some of the insulation. We discussed air sealing the ceiling by caulking or spacklig and using vapor barrier paint, vinyl indoor storm windows and more efficient fans. Tim said that his workers may be able to do some of the work. Suggestions and issues stated at this meeting We should check to see if the ceiling in the main building is strong enough to hold more insulation. Would a chip furnace for the town barn be appropriate? Les will work on the vinyl windows with the WHD. Jack will mill wood for the vinyl windows. A list of recomendations needs to be generated for Tim in the next few weeks. Jack reported that Hardware Specialties in Springfield distribute Pemko products which may be helpful with air sealing and insulation. Town hall work day Arthur Long from Hamshaw Lumber has not yet dropped off any items at Dans house. Dan will talk with Arthur tomorrow. Jack will bring his respirator on Saturday and be our foam guy. It would be nice to have books about energy savings available to volunteers to read and take home. Adjourned 8:45 Next meeting Aug. 20, 7pm
