Warwick Buildings and Energy Committee Draft Meeting Minutes: July 21, 2010 Location: Warwick Town Hall, Meeting called to order 7:25 Attending: Janice Kurkoski, Steve Kurkoski, Jim Toth, Jack Cadwell, Dan Dibble, Les Goodman, Rich Field (came late) ANNOUNCEMENTS Janice attended the Coalition of Franklin County Energy Committees meeting. The Franklin County Home Care Benefits Counseling Project is training volunteers to help seniors fill out paper work to apply for energy efficient and weatherization programs. National Grid has supplied elec. energy data for the last 3 years. Residential use (no heat) averages 581 kWhr per household. Going Green is an insert in the Greenfield Recorder. Nancy Hazard wants to do an article on the conservation & energy efficiency work that the Warwick BEC has been doing for this flyer. There are several Franklin County towns that have received money from DOER Green Community Grants to do upgrades to their buildings. Greenfield has signed a contract with Siemens as their ESco for 41 Million dollars. Gill, which is part of a regional school system, has worked out a way to do upgrades to their school that would lower the operating costs, and the school district would then lower their share of the payment. PACE (Property Assessed Clean Energy) financing has just passed in the House and Senate in Mass. However Freddy Mac and Fanny Mae are working against it, because the lien would be senior to the mortgage. TOWN HALL Solar System We are recommending that David ask Bill Lyman to measure the roof where the proposed PV layout is to be, particularly from the point of the peak over the "porch" to the peak of the ridge that runs east-west. Roof David has told us that it is $200 a square for energy star shingles as opposed to $119 for standard 50 year shingles. We recommend the standard shingles in a light grey. Peeling Paint Jack reports that David is going to ask the painters to come back and do some touch ups. WARWICK CENTER SCHOOL SPRINKLER Work continues on the sprinkler system. A lot of water has been found in the old dry part of the system. ROOF The roof has failed. David is working on the shingle warranty issue with the architect and the builder. BUILDING PERFORMANCE AUDIT Jim has yet to contact 3 companies for spec wording. He will do it soon. DATA LOGGER We found out that almost all our data has been lost. When we deploy the data loggers next time we need to use locked boxes. PROPOSED COOLING STATION We recommend that it is not an appropriate central government function to supply a cooling station for the Town of Warwick residents. Moved by Jim and second by Les.
