Warwick Building Energy Committee May 9, 2007 Meeting Minutes Select Board representative Jim Toth called the inaugural meeting of the committee to order at 7:00 PM at the Warwick Town Hall. Others present were Nancy Hickler representing the Warwick Free Library, Gunnar Lambert representing the Warwick Fire Department, Jan and Steve Kurkoski, Dan Dibble, and Jack Cadwell. An initial presentation was made by Nancy Hickler listing the library's power and heating fuel bills for past several years. Fiscal Year Power Heating Fuel Gallons Heating Fuel Cost 2003 $475 2004 $572 2005 $560 714 $892 2006 $532 694 $1259 2007 $550 770 $2055 Nancy noted that power cost has remained somewhat constant despite increasing unit costs because the library has had an ongoing program of continuing energy reduction including replacement of light bulbs with energy efficient compact fluorescent bulbs, and manually controlling the hot water heater and refrigerator so they only run when the building is occupied. A programmable thermostat is being used and the building is kept at 60 degrees when not occupied and at 65 degrees when the library is occupied. Nancy then had to leave the meeting. Jim then reviewed the initial charge of the committee and lead a discussion about committee structure and open meeting law. Individual members expressed their personal interests of what part of the overall committee charge that they would like to handle. The consensus was to focus on energy usage and effecting energy conservation measures. Jack noted that his expressed interest was to focus on how windows affected the energy usage and what type of window improvements might be made. He expressed a hope that we could avoid recommending actions that prove to be costly mistakes in the years to come. Enough interest was shown to properly form a committee and follow the requirements of open meeting law. At this point all present except Nancy and Gunnar asked to be members of the committee and it was understood that membership will remain open to anyone interested. Steve was elected clerk and Jan was elected chair. A list of the Town's buildings was drawn up and includes: 1. Transfer station attendant's shed with heat and power - Board of Health 2. Highway Department office and garage with heat and power 3. Highway Department salt shed equipment garage with heat and power 4. Warwick Community School with heat and power operated by the Pioneer Regional School District and owned by the Town of Warwick 5. Warwick Free Library with heat and power - Library Trustees 6. Historical Society Building with water and power, no heat - Historical Society 7. Town Hall with heat and power - Select Board 8. Old School (unoccupied) with heat and power - Fire Department 9. Police Department with heat and power - Police Department 10. Fire Department with heat and power - Fire Department 11. Hearse house with power only - Cemetery Commission Jan will contact the town accountant to get the past three or four year's power and fuel consumption history after Jim communicates the request through liaison Rick Abbott. Jim will contact Tim and Ellen at the school to advise them of the committee's work and gauge their interest in participation or as contacts. Jim will also present the EPA New England's Community Energy Challenge to the Select Board on Monday to see if they will vote to join. Dan will contact Keith Ross to gauge his interest in joining to committee. Members will work on crafting a one sentence committee mission statement and broadcast drafts to other members for consideration and discussion at next meeting.
