Warwick Building and Energy Committee Draft Meeting Minutes, May 27, 2008 Location: Dining Room, Town Hall Present: Janice Kurkoski, Dan Dibble, Jim Toth, Steve Kurkoski, Jack Cadwell 7:12 Meeting called to order Minutes of last meeting accepted, approved. School At a meeting on 4/09/08 with Ellen Edson (the principal), Tim Fairman (custodian), Janice and Steve K, and Jim Toth, it was determined the heating system needs attention. This needs to be brought to the attention of the Superintendent or Steve Fields. A possible resource in solving this problem would be the original people who were on school building committee: Tom Wyatt, Chuck Lysowski, Jaylin Dibble, Louise Dowd and others. For the record, Pioneer Valley School District is responsible for the running of PVRS (the high school) and the four local elementary schools, including fuel and electric. The towns pay a share of the energy costs. Capital improvements and repairs for the individual Elementary schools are the responsibility of the towns. The suggested order of repairs for the school is as follows. Sprinkler system, Heat, Painting Rowe has hired an ESCO for their school. Steve and Janice need to send the letter regarding their meeting with Brian Peters about Elementary School lighting conservation suggestions to the rest of the committee. Town Hall It was reported that when the Town Hall was re-roofed some 15 years ago a layer of felt and roofing tar was applied before the shingles were installed. This roofing tar may be brittle by now and offer little under-layment protection if a layer of shingle were applied over the existing roof. It was decided to leave the roof in DOER ESCO limbo and see what happens. A temporary fix to chimneys would be roofing tar and snow and Ice shield. At the next WBEC meeting we will asses Town Hall volunteer projects and set a date for this work party. Other Issues Ted Cady is writing a letter for July newsletter listing Bob Hubbard, Ted Cady, Dan Dibble, Jack Cadwell, Jim Toth and Steve and Janice Kurkoski as contacts for residents in town to contact in regards to energy related matters. Bill Gran from FRCOG reported that Siemens, Johnson Controls, and Trane are the 3 companies in the running for the ESCo contract. All stated if they receive the contract they will each offer a free initial audit for Town buildings. The Town of Warwick can be its own ESCo by setting up a Tax Exempt Lease. Clean Energy Choice accounts status: Warwick still needs 7 signups as of 3-31-2008 to reach 6%. The committee discussed Jan Conover's wind by-law zoning proposal and decided it is not something we want to take on at this time. Next meeting June 16th Monday 6pm Adjourned 8:47 Warwick Newsletter Article The Warwick Building & Energy Committee will be holding a fix-up workday at the Town Hall on Saturday, July 26, 2008 from 10-2. The project list includes: * Prepping and painting the electric heater in the restroom next to the kitchen * Air sealing the chimney chase that runs through the kitchen * Air and water sealing all of the cellar windows * Air and water sealing the bulkhead entry * Insulating and securing the interior bulkhead entry doors * Insulating the attic access trap door * Install and air seal around base board and door trim at rear of stage * Remove parts of unused heating systems in cellar * Repair chimney cleanout door * Insulate rim joists in cellar * Air seal outlets and switches along outside walls Varying degrees in many skills are needed. All are welcome and training will be available. While the above list is what we call the low hanging fruit, finishing those tasks should make a significant improvement to the building at low cost using volunteer help.
