Warwick Buildings and Energy Committee Draft Meeting Minutes: April 26, 2011 Location: Warwick Town Hall, Meeting called to order 6:35 Attending: Janice Kurkoski, Steve Kurkoski, Jim Toth, Jack Cadwell, Dan Dibble, Les Goodman, Minutes for March have been accepted. TOWN HALL Window restoration - Don Hayward has started with one sash from the dining room. Dan said the women's guild want to wash the dining room windows...much easier when the windows are not installed, or when the storms are removed. Dan will remove the winserts. Janice will check out the band joist insulation moisture issue. WARWICK COMMUNITY SCHOOL When looking at the payback periods in the energy audit, the figures were calculated at $2.80 per gal oil. If using $5.80 a gallon, the crossing point for the $212K retrofit to the attic and the $68K retrofit is 17 years. (these numbers look different when calculating for the whole job - Janice will run more #s) Who makes the decision whether the school building continues to be used as a school for PVRS? Options discussed were spending $230K, $126K, do very little, or do nothing. If we find out the fuel usage at the school over the past number of years and divide by the number of degree days for the same period, we will have a good benchmark for how much it costs to heat the building. If we do any energy upgrades we will be able to tell how much fuel we are saving. Are there any fixes that we could do for small money? Dan asked if we could insulate the heat exchangers that are exposed in the unheated portion of the attic before next fall. It is most likely that we will not be able to get the legal aspects of the project in place so that the major work can be done before the next heating season. Jim will talk with Gail and David to get a legal agreement started between the town and PVRS. Janice will contact David regarding the reroofing of the building. We can work out a plan for what we can do at the school in the next meeting. HIGHWAY GARAGE Oil use at the equipment garage is higher this year. Some fixes we discussed are: 1. wrap the building with UV resisent plastic (something like an exterior winsert) and protect the bottom with jersey barriers or similar 2. spray insulation foam on some of the walls 3 radiant heat in the floor by cutting the floor 4. apply rigid foam on the outside of some of the walls (in particular on the north wall (salt storage side) we could insulate the exterior of the wall and protect it from bucket loader damage up to 8 feet high with 3" hemlock planks) 5. mini split heat pumps ? Janice will contact Tim about the equipment garage. POLICE & FIRE STATIONS, LIBRARY Elec & oil use are up... need winserts & air sealing.
