Warwick Buildings and Energy Committee draft minutes April 17th, 2013, at 6:15 pm February meeting minutes accepted Attending: Jack Cadwell (JC), Janice Kurkoski (JK), Steve Kurkoski (SK), Jim Toth (JT) Safety Building No representative from that Safety building committee came. David has asked them to go to the Board of Health and talk about water and sewer for their building. Highway Equipment Garage/Salt Shed JK has contacted Tim Kilhart to discuss the rise in energy use, particularly in the equipment garage. She also contacted Bruce Spencer and Dave Gauthier from New Salem Energy Committee. They performed some energy efficient measures their town buildings and their oil use in the fire station is down 64%. They used insulated panels from a company called Vantem Panels from Brattleboro, VT. Tim Kilhart has some concerns: inside or outside insulation, loosing inside storage space, flammability issues, and off-gassing. JK The fins on the north wall (salt area) are on the inside of the building. The existing insulation for the Ceiling is 4" loose fiberglass with 12" cellulose blown in on top of it. JC Would Tim consider putting the panels on the north wall on the inside? JK The thermal boundary should stay either inside or outside all the way around. JT The surface of the panels in the salt storage area will need to be appropriate for the use. How would hemlock planks be attached to the panels? JC Vertical structural items could be installed and then plank attached. We could install 6"x6" with insulated panels in between. SK What about insulating on the inside of the building. With the money saved on installation a new steel building could be erected to store items that can no longer fit into the existing Garage/Salt shed. JC $1.20/sq.ft. for pine clapboards for the siding can be used for estimation purposes. Shot-crete could be applied to the outside of the building as a finish. JK warned that this method would not be a good rain or moisture barrier over time. JK Vantem quoted $12,864 for materials delivered to site. They can also send a technical representative for $500/day to show us how to do the job. It is estimated that a 1/2 day of training would be sufficient. JK Vantem estimates 250 person hours to prep and install panels and on our building. JC I don't feel that we can depend upon the town for volunteer labor for this project. JT Prevailing wage is about $45/hr. JK 250hrs@ $45/hr = $11,250 JK Reports the proposed work would result in an estimated savings of 1000 gal ($3800)/year. JT Estimates a 6 year payback at 1000 gallons /year at $3.80/gal@ 5% fuel escalation/year. Equals $26,000. At 10 years savings would yield $47,800. JK David would like us to have a recommendation for this project by Tuesday, when the Finance committee meets. JK I will talk to Peter about the accuracy of the heat loss calculations and call New Salem and Dan Dibble about siding options. JT I will follow up with the price of the shot-crete, with Tim concerning the operational characteristics of the garage/salt shed and the possibility of interior vs. exterior application of insulation, and Vantem about general information. SK Does our committee have the energy and commitment to see this project through? PVRS/Warwick School JK David has asked us to help define capital and operational expenses. If we meet on evenings other than Wed he may be able to contribute to those discussions. JT It would be good to find out what sub-committees our school committee members sit on. JC Find out when the PVRS building and grounds committee meetings are held so we might participate. JK It feels like our committees operate in a vacuum. Town Hall Windows JC I could use some help with the Town Hall Windows. 4 seta are ready to install. JT Rich Fields could possibly help. JT and JK said they could possibly help JC with the windows.
