Warwick Buildings and Energy Committee Draft Meeting Minutes: March 31, 2010 Location: Warwick Town Hall, Meeting called to order 6:40 Attending: Janice Kurkoski, Steve Kurkoski, Jim Toth, Jack Cadwell, Dan Dibble, Barbara Walker, Les Goodman Minutes moved, amended (change spelling: "Butzke"), seconded and accepted for February ANNOUNCEMENTS Janice reminded the committee that all members must have verified in writing that they have received and read the summary of the Conflict of Interest Law (extra copies are in the mail slot). Every member must also complete the on-line training, sign the certificate, and give a copy to Town Clerk. Tentative date for North Quabbin Energy stretch code discussion: April 17th The Committee will try to put together a spread sheet in the next two months addressing maintenance issues for all town buildings. Suggestions will be sent to Jim Toth to collate. TOWN HALL Dan talked with Brian from Hayden Roofing. They stated that material costs for reroofing the town hall have gone up 50% since last summer. Brian said that the job would now cost approximately $50,000 to remove existing shingles, lay ice & water shield over entire roof, and re-shingle with 30 (or 50?) yr. shingles. Richard Chase gave us a budget proposal for chimney costs for $6500. Les is going to clarify with Richard which chimneys of the three this quote covers. We discussed removing the unused southwest chimney completely down to below the attic floor. The committee recommends to the select board that town meeting appropriate for the Town Hall Improvement Account an amount of $52,170 for the following projects, prioritized in this order: Repair 2 chimneys and remove one, full reroofing, new storm windows for main hall, backstage, and dining rm/kitchen, and window sash restoration for all windows. Chimney repair/remove 6,500 Full reroofing 40,000 New storm windows 4,670 Window sash restoration (phase 1 of 5) 1,000 Total $52,170 Solar system prep: One walkway runner in the attic has been installed. We need more lumber to complete the last two ramps. We will scrounge the needed mtrls. WARWICK CENTER SCHOOL Barbara reports that icicles hanging from the school roof are a safety issue. She also said that the facade rot issues are possibly being addressed. David Young knows more about that. Jack stated that the new carpets being planned should contain minimal harmful chemicals. Janice stated that the new window blinds should not be installed so that they interfere with possible future interior storms or window quilts. Insulating and heating the generator room was discussed - this is an example of the kind of approach to building envelope problems that will likely create more problems (and greater energy consumption) in the future. Jim talked with Roland Butzke from Siemens. The school district can not borrow money for capital improvements for a building owned by a town. There is legal work being done on this complicated issue. Roland stated he will keep us informed. One solution we talked about would involve Warwick being its own ESCO. One possible scenario to implement this would be for each town in the district be responsible for its own operating and maintenance costs on the elementary schools. This may address the problem and all parties would need to agree on this. This means a budget restructure process and would take time. It was decided that we should look into hiring our own building systems analyst/energy auditor. The committee recommends to the select board that town meeting appropriate an amount of $10,000 to hire a building system analyst/energy auditor for the Warwick Community School. This person(s) will perform a whole building system audit and generate a report prioritizing needed capital improvements as well as an operation and maintenance plan.
