Warwick Building and Energy Committee Draft Meeting Minutes, March18, 2008 Location: Boards Room, Town Hall Present: Janice Kurkoski, Dan Dibble, Jim Toth, Jack Cadwell and Steve Kurkoski Dave Lambert met with the committee outside the Town Hall to discuss options for the chimneys and foundation - repair, re-point, re-flash, installing chimney caps, and sealing and venting the one unused chimney. As for the one unused chimney, we could tear it down, or scrape, point, and cap with concrete or metal. 7:25 Meeting called to order Minutes Accepted, approved Town Hall Sump pump: a KwHr meter has been monitoring the sump pump for 2 1/2 weeks. It uses about 710 watts and runs continuously, translating to about $87 per month. David was asked to talk with Charlie about raising the pump level. Dan and David Young have already raised the pump height 12", hanging it 6 - 8" below the level of the cellar floor. David will keep an eye on the basement to be sure the water level stays below floor level. Highway Dept. Lights in both buildings are done. One ballast was no good. Prism will send it. Tim reported that there is avg. 6" of cellulose in the ceilings of the salt shed building and old garage, with some bare spots. Salt shed occupancy sensors may be a problem. A 200hour run time may be needed for the sensors to acclimate. Town Hall We are still in cue for the DOER audit. Jim will touch base with Scott at DOER to see if Pioneer Valley School District in the cue also, and whether it is likely the audit will address insulation and window upgrades. Budget concerns - Storm windows: Should we buy one and install it for the town and selectboard to see? We decide to recommend this to the selectboard. Are there equivalent to Harvey's available? Yes, but they offer features we probably don't want for more money. For the current estimate we would need to remove 3rd floor windows for access. We should split out main hall storms from all others for budget reasons. Jack will get a hold of Carbone (storm window contractor) and let them know this will be a prevailing wage job. ESCO: All work should not be put out to bid until we hear about ESCO's possible involvement. If we hear nothing by August then going out to bid on items is recommended at that time. Interior windows: Jack is getting an estimate this Sat at 10:30 Roof: The tin on the roof is in bad shape. There is some water leaking into the building. There is no major structural damage reported at this time. The shingles are 22 years old. Roofing estimates are as follows: $37K to strip roof, apply water and ice shield, 50 year shingles $30K to install 50 year shingles over existing roofing $31K to strip roof, apply water and ice shield, 25 year shingles $23K to install 25 year shingles over existing roofing Dan thinks the highest option is the best one, but that the selectboard should put both the highest and lowest options to vote before the town, and disregard the other two. Insulation $5,400 to insulate and seal the town hall Chimney Jack is working on chimney repair details. Exterior painting/interior windows: best guess estimates from a small contractor $2,600 scrape $10,665 paint $5500 re-glaze and paint interior windows No window treatment news Warwick Energy Committee recommendations to the Selectboard in order of most important to do first: Chimney Roof Insulation Storm Windows Interior windows Paint (incl. prep) Green Energy sign ups: we need 8 more accounts in town to be signed up for green energy before April 30 to move to the next bonus level (6%).
