Warwick Building and Energy Committee Meeting Minutes February 29, 2008 Location: Dining room, Town Hall Present: Janice Kurkoski, Dan Dibble, Jim Toth, Jack Cadwell and Steve Kurkoski 7:15 Meeting called to order Minutes Accepted, approved Announcements Janice; Thanks to Dan for the nice shelf for the new refrigerator. It is running at 4% power usage compared to the old one. Employees may need to use ice packs for bag lunches in the summer as the new fridge is very small. A sign stating new refrigerator usage posted next to the fridge would show what we are saving. Jim; Brian Peters has started to install the lighting upgrade at the Highway barn. He should start next week on the salt shed. Janice; Please ask Brian to pay attention to air sealing in salt shed. Jim; Brian will get scaffolding from work or rent lift from Hamshaw. Dan; I have some scaffolding if it's needed. Steve; Mike Humphries also has some. Jim; The material that was left in basement from the Town Hall lighting upgrade has been picked up. Jim; The sump pump in the TH uses .18kwhr in 15min. Janice; We borrowed the infrared camera that the Fire Dept. has. Gunnar came along with us and we looked at the Fire Dept., Police Dept. and the TH. Jim; We should have thermal imaging done before insulation is blown in. This will help to show cripples and diagonals in the walls. Janice; The basement of old school shows heat escaping. The Police Station also has heat leaking out under the trailer. Janice; What is the report on the TH thermostat. Jim; It is warmer than it should be but overall no grumbling reported. However the Town Clerks office still continues to be a cold office. Maybe we need to tune the radiator or purchase a "dial a vent". I have received no calls about the building being too hot when it is not suppose to be. Steve: A "dial a vent" with remote thermostat may be helpful. Janice: Steve and Janice will snake thermostat wire to the second floor in March. Janice; David wants a year end report for fiscal 2007. Janice wrote it up. Jim; David says it looks like oil and electric usage is down. Jack; Are we going to talk about windows for the TH? Jim; We need a cost estimate for everything. Jack; We will then present to the selectboard our priorities. Right? Jim; At this time we need to replace 5% of clapboard on the TH. This should be done after insulation and before painting. Jack; We need to paint within approximately 2 years. Jack; We need a roof repair inspection and cost to make repairs. Lauren Petrain might help with this. Jack; What about brick work? Dave Lambert or Jim Mccrae may help us with estimate. Jack; We should wait on attic ventilation. We should put an indoor/outdoor thermometer in the attic that records in the high temps in summer then decide. Jack; What about ventilation in main meeting room? Jim; We need to get top windows working for ventilation in main hall. Janice; To insulate TH will be approximately $5K. We should wait till August for ESCO's. If it doesn't happen by then, we need to put out a contract for insulation. Jim; Will contact DOER to see where we stand. Jack; We should do storm windows right away. This is a high priority. Jack; I will get a price for installed triple track storms. Jack; Interior painting is a low priority. Janice; What about window treatments or window quits for the TH. Dan; We need talk to the Arts Council concerning window treatments. Janice; I will call Janice Starmer about window quilts. Jack; What about closing up unused chimney. Jim; One is being used for pipe and wire chase. It is open to the sky. Janice; We should point out to the auditor our chimney problem. Jim; We could possibly bring the chimney down below roof. A mason may know how to close the top. Janice; David proposed connecting the sump pump gravity drain to road culvert so it can work on gravity. Jim; Selectmen are talking to David about sump pump options. Dan; I will get someone to look at roof, brick work and painting the TH. Janice and Steve will work on window treatments. Jim; Other issues are - hot water, cellar windows, cellar bulkhead, insulate or remove air conditioner in Terry's office, tighten up around chimney, mastic duct work in basement and move ductwork. Jim: Warrant articles are due before the end of March. Next meeting is March 18 Meeting adjourned 8.51
