Warwick Buildings and Energy Committee Draft Meeting Minutes, February 17, 2010 Location: Warwick Town Hall Meeting called to order 6:30 Attending: Janice Kurkoski, Steve Kurkoski, Barbara Walker, Jim Toth, Jack Cadwell, Dan Dibble, Jan Conover Minutes moved, seconded and accepted for December ANNOUNCEMENTS The state ethics test needs to be taken by every town official and a copy of your completed test is to be given to Town clerk, Jeannette Fellows. Janice has viewed the webinar about the new energy data system offered by the state. Electrical usage will be automatically entered from the supplying utility. Oil and propane will need to be entered by the user. We need up to two town officials to take the training. The committee is recommending Janice Kurkoski and David Young to be our designees. Jan Conover stated that she is listed as a WBEC member on the Warwick web site. TOWN HALL The appropriate solar program for the town hall is Commonwealth Solar II. The town hall will be eligible for two parts of the program; $1 /watt (base incentive) and $0.10/ watt for using a Massachusetts made product. The current block grant for $1M will end at the end of this quarter and another one will start at the beginning of the 2nd quarter. We have $5915 from the Clean Energy Fund for this project so far. We are recommending that the following two statements be put on the warrant for town meeting. "Move that we advise the selectboard to include sufficient funds in the up coming warrant to reroof the town hall" "Move that we advise the selectboard to include sufficient funds in the up coming warrant to reroof the south face roof of the town hall" Storm windows are in progress and they may be installed this month. Gary Wilhite from Athol window will install the storms. The old glass will be stored in the basement as it does have some some financial value. WARWICK CENTER SCHOOL In the audit process the next step is for Roland Butsky from Siemens to get an agreement signed by Gail Healy the assistant superintendent. It was asked if Gail will sign for the complete district or just Warwick? David Young and Jack Cadwell have installed 10 temperature Data loggers at the school. They are located near thermostats, in classrooms that are having problems, principals office, library, gym. Each data logger and holder is numbered to keep the location information correct. We believe that David has been working on the sprinkler system possible getting an rfp from contractors. OTHER ISSUES Do we need to start making out a budget for the buildings in town? Jim will try to put together a spread sheet in the next two months addressing maintenance issues. Stretch code: Jan Conover reported on the meeting she had attended. At that meeting there was much confusion about how pervasive the stretch code is, especially regarding re-modeling. She said the inspection systems proposed under the stretch code leave a lot of questions unanswered about the costs, timeliness, and lack of competition regarding the required engineering inspections.
