Warwick Buildings and Energy Committee draft minutes January 28th, 2014, at 6:42 pm October meeting minutes accepted Attending: Jack Cadwell (JC), Dan Dibble (DD), Janice Kurkoski (JK), Steve Kurkoski (SK), Matt Sheldon(MS) Warwick Community School The draft definition of capital expenses put forth by the selectboard was discussed. By way of introduction, JK reported that when she brought up the idea of performance contracting at the PVRSD Building and Grounds meeting in December, she was told very clearly that this was not a part of the capital vs operating expenses discussion, and that the matter was "under consideration" for the future. In light of this, our committee decided that the capital/operating expense discussion is better suited for the finance committee. Moving on to the WCS Recommended Capital Projects list: Roof/insulation FY2014-2015 - $200,000 David reports that the roof is leaking in 3 places. If it is leaking and not repairable, then roof replacement would likely happen this summer. Without a performance contract in place, then the added expense to add insulation on top of the roof deck would be born by the town. (JK note post mtg: the options presented by Keith Abbott in the 2010 energy audit adds insulation and air-sealing either under the roof deck or on the attic floor in the main building.) The gym roof has a thermal bridging problem, which may be caused by poor air sealing above the steel trusses, and this must be looked at prior to proceeding with new shingles. It may be best to fix the problem by adding insulation on top of the roof deck. Generator repair/replacement - $40,000-$60,000 Insulate and heat the generator room - $10,000 both FY2015-2016 This has been on the list since 2008-09. SK reports that shortly after finding out that the generator hadn't run since mid-Nov., Rollie went and charged the battery and ran it. SK wanted to know why we were not notified of the problem right away. There needs to be a protocol in place. Either Steve Field or Nate the custodian should call David Young, Rollie Weld, or SK. to notify of a problem. SK pointed out that the generator, even though old, has seen very few hours of run time. There needs to be very clear instructions on how to start it, and how to leave it at rest to avoid a drain on the battery, and who to call with questions. JC proposed a service contract for the generator. Would this be considered a capital or operating expense? HVAC upgrade FY2016-2017 - "estimate required" Our committee recommends that the building must be properly air sealed and insulated before any HVAC work is to be done. We would like David to set up a mtg. with Steve Field to discuss all of these issues. Highway Equipment Garage/Salt Shed Larry is still willing to have the highway employees help with the installation. Estimated delivery of the new metal storage building is sometime in February, then it needs to be shelved out. Lead time on the panels is about 3 weeks. Dan D and Matt S both have some scaffolding. Library Jack offered to make 3 winsert frames. Janice can apply film and foam leftover from the NGrid supported workshops that North Quabbin Energy organized. New Safety Building No news. We have not yet been invited to a meeting. Town Hall The large windows in the main hall and hall are expensive to re-build. Replacement with quality windows would be even more expensive. Jack will talk with Don and David to be clear on what we can budget for this year. There is often inadequate hot water during large functions. The hot water pipes need to be insulated fully. We advise that an electric in-line on-demand water heater be installed after the 30 gal. tank. SK will look into specs. David could see if the trade school can install it. The range fan may need a backdraft damper. The window AC unit in the dining room should have better permanent air-sealing around it. Adjourned 8:30 PM Next meeting will be held as needed.
