Warwick Building and Energy Committee Meeting Minutes December 8, 2007 Location: Boards Room, Town Hall Present: Janice Kurkosski, Dan Dibble, Jim Toth, and Jack Cadwell 7:09 Meeting called to order 1. Minutes Accepted, approved 2. Announcements -Janice told us about the school light bulb program pledge form. Parents get free new compact fluorescent light bulb if they sign pledge. The general public can get one also if they turn in an incandescent bulb at the library of crafts fair on Dec 8th. We will use this opportunity to promote new sign-ups for Nat Grid "Green Energy Choice" program. Jack & Dan want Janice to e-mail info to them. -We discussed how to publicly crush the old light bulbs as a demonstration project. Janice will call around for a baseball bat plunger combination. -The Town electrical accounts could be signed up with Green Choice by April 08 to take advantage of the $50 per new 'household' bonus. 3. National Grid Audit National Grid did energy audits of the Town Hall, Highway Dept, Elementary School, and Michael Humphries' shop. Steve & Janice are waiting for a contract from Prizm Consulting for the labor part to do the town hall, and are waiting to see the contracts for the eligible work in the school and highway garage. 4.Window treatments, Town Hall - Steve and Janice found a "Warm Window" brand kit for window quilts. It's sold in local stores. Jack gave out a list of the size and number of windows in the Town Hall. We also discussed the possibility of putting up 36" x 78" sheets of double thickness plastic over the windows, or a similar professionally made double plastic storm made by "Window Therm". Janice will call Janice Starmer about past discussion by the arts council concerning acoustic window treatments in the main hall. 5. Town Hall Improvement Fund We discussed the available money and how to use it. Jim thinks there may be $5,000 in the fund. Jack will bring Jim specs and quotes on GOOD storms and sash repair. Jim will be in Jack's face (and elsewhere) with a cattle prod if Jack doesn't do it pronto. Janice will e-mail Jack the name of the window co. in Keene that has heavy duty storms. We could start with a couple of windows in the most used offices. Also discussed who would do it - pros, volunteers, a combo of both. Dan has contractor's license. 6. Compact Florescent Light Disposal The kids at the school will be encouraged to help this happen at the transfer station. They are researching this topic as part of their light bulb campaign. Jim Toth will help Jim McRae find a way to do this. 7.FRCOG ESCo application and DOER audit application. ESCOs (Energy Service Companies) are economy of scale contractors who perform energy efficient upgrades and are paid by splitting the energy savings with the town over 10 - 20 years. Janice & Jim will get the energy use #s for library, town hall, police, fire, & highway, but not the school - the PVSD will do their own application. Jim needs the square footage of the Police and Fire station for both applications. DOER Grant applications are due 2/08. The auditor will key in on finding items in the six year payback range. DOER will give money towards an in depth engineering energy analysis (and perhaps the funds to follow through) to deserving towns in June, 2008. 8. Janice needs the Board of Selectmen to sign the letter of commitment to the New England Energy Challenge program. Jim agreed to do it. Janice thought Pat already did. 9. Town Hall Steam Heat Policy Jim said David Young hopes the WB&EC will look at balancing vents for the steam radiators, and a programmable thermostat. 10.Town Hall Refrigerator The experiment of shutting off the big refrigerator to save energy needs to be fine tuned. We realized that people need to use the refrigerator for things like preparing food for Town Suppers, the elderly meal site, and employee lunches, and there is no one who will schedule refrigerator use and clean it out every time it gets shut off. Also, we froze the elderly meal site's salad dressing by putting everything in a little refrigerator while the big one was shut off. We decided that it is too complicated to manage refrigerator use and expect Dan to take on new responsibilities in his work cleaning up the kitchen after Tuesday meals, church suppers, town suppers, etc. In other words, we all agree strongly that we will not shut the refrigerator off and Dan will look at getting a more energy efficient one. This research will happen in January. 11.Next Meeting -Make a recommendation to Selectboard on what to use budgeted Town Hall money on. -Make a recommendation to Selectboard on refrigerator use -Meet at the Town Hall at 7 pm January 31st. 12.
