Warwick Buildings and Energy Committee draft minutes December 20th, 2011, at 6:09 pm Attending: Jack Cadwell, Janice Kurkoski, Steve Kurkoski, Dan Dibble, Matt Sheldon, Jim Toth November meeting minutes accepted TOWN HALL : Window sash replacement JC Don Haywood is continuing to work on the sashes. No word on when the sashes will be ready to install. Drip cap - DD Ron Gates is repairing this. Kitchen hot water DD There is not enough hot water in the kitchen when there is an event larger than 25 people. JK The oil technician tells us there is a hot water coil in the steam boiler that we may be able to use to help us with this problem. Other solutions are: insulate the pipes with good insulation, wrap the tank with insulation, check the heater to make sure it is operating correctly. If these don't work we could install a bigger hot water tank, install another on demand heater on the output of the existing hot water tank or install a water holding tank ahead of the existing hot water tank which will temper the cold water going into the hot water tank. Dan will ask David to have Ray insulate the tank and insulate the hot water pipes coming out of the pipe. Ted Cady says Aerocel is super good pipe insulation. Rubatex brand had problem with seam adhesive. Whatever we use should be better than the cheap stuff. WARWICK SCHOOL: Generator SK Reported that the generator is now starting and running at 25 degrees (without the aid of the block heater), however the voltage is at an acceptable number but not ideal. Steve and Rollie will continue to work on this unit and do a real load test with Nate in the future. JT asked Steve to document the work done. Move that the selectman direct the school custodian to routinely test the generator weekly on the coldest day and document the results with the ambient temperature and cranking start time. He should notify David if it does not start. This was voted on with a unanimous vote in the affirmative. Lease JT We may be able to use the Gill-Montague agreement but some changes would be needed. Our data does not include degree days. JK We have data going back to 2004 and can easily create a benchmark. SK Student population numbers should also be considered. MS Can we hire someone to stand behind the projected savings numbers? JC Can we have the town pay the heating bill and then reap the savings of the energy work? JT One problem with this arrangement is that the town will essentially be an absentee landlord. MS Suggested that we have the district take a loan to pay for the energy improvements and the district keeps the energy savings money. Notes: The following is a draft: The committee suggests the following change to the lease. The school district will reimburse the town for energy saving capital expenses from the savings within the annual operation budget. In May 2010 the town voted to have an energy/building audit for the school. In January 2011 Keith Abbot performed the energy audit and estimated that we could save $10,987 per year @ $3.80 per gallon under option ?? The payback is between 5 - 10 years.
