Draft MINUTES WED. 18 NOV 2015 WARWICK BUILDING & ENERGY COMMITTEE MEETING Meeting called to order at 6:39 PM by Chairperson JK MEMBERS PRESENT: Dan Dibble (DD), Mary Humphries (MH), Janice Kurkoski (JK), Steve Kurkoski (SK) Jack Cadwell (JC) arrived soon after meeting began Minutes of last mtg accepted as amended; deleting sentences 1 & 2 of second paragraph of "Other Business" MH presented theme for the "Green Corner" this month; energy saving Christmas Lights. Discussion followed re: rebates, energy efficiency (Phillips brand seems most efficient) etc. JC presented newest drawings for police station "winserts". JK & SK had questions/ suggestions. JC will email revisions to JK. GREEN COMMUNITIES GRANT Police station 1) JK asked to sign off on weatherization work done at the police station. She feels either the Chief or David Young as Town Coordinator should be the signing official. 2) Original insulation under the floor of the police station appears to be mostly intact and at least R-19. Decided to recommend no further insul. work be done there. 3) Some vinyl siding was removed to allow cellulose to be blown into sidewalls. Expected R-value to be 30 on average. 4) Cellulose was added to the ceilings to R-60. JK & SK found "cold" spots with the infrared camera and these would be addressed by Energia. A blower door test will be done to determine of additional venting is needed 5) JK said prices should be adjusted to reflect changes in work done before signing off. 6) Tech school students are in process of installing heat pump. Highway dept. 1) Air sealing is mostly completed. Some door gasketing still remains to be done. 2) Todd Weed (from Tech School) and Larry Delany (LD) (Highway supt.) have talked about Tech school students replacing security lighting. 3) Kevin Smith (KS) (insul rep.) & LD have discussed installation of insul. panels. KS will advise DPW workers on correct installation and can be contacted for further help if needed during the process. Library 1) Work has begun. Questions raised about the methods used to remove clapboards. The committee went to inspect the work (with flashlights in the dark) Old section walls were completed and looked reasonably well done with cut clapboards reinstalled with caulk top and bottom. New clapboards were splitting and decided to have DD & SK finish the job of removing claps on the east, south and entry area walls. Town Hall 1) Some discussion of proceeding with or postponing the clapboard removal. DD & SK will assess the process on the Library and make recommendation later. 2) Moving some items away from the walls in the basement will be needed to facilitate insulating. JK & MH will address this issue. OTHER BUSINESS SK & JK will lead a homeowner's workshop on using the new infrared camera to find areas in home insulation that need attention.
