Warwick Building &Energy Committee Mtg 11/13/2014 Draft minutes Mtg called to order @7:05 PM Members present: Janice Kurkoski, chair, Steve Kurkoski, Jack Cadwell, Dan Dibble The Warwick Green Communities Energy Reduction Plan was discussed to set priorities for implementation. The first priority discussed was whether to focus on "winserts" for Town buildings. Public workshops were discussed. Which buildings? When? Who? Etc. Tentatively the Library will be the first building but when was to be determined. Steve and Jack will measure the windows, Dan will contact Michael Humphries Woodworking with wood frame profile and samples of plastic and spline materials and get cost estimates for milling, priming & possibly painting. DOER was so impressed with Warwick's Green Communities Application that they have asked if they could replicate the application as a guide for other small towns. They want a few clarifications and expansion of some points. Janice will follow up. Janice will also call Jim Barry to find out if we can start spending money now, on winsert materials for example, before an official contract is entered into with the State for various projects as outlined in the ERP (Energy Reduction Plan). The committee agreed that the timeframes for projects listed in the plan was not unreasonable. Steve clarified six projects slated for 3rd & 4th quarters, FY15 (next Jan. - June): Winserts for library, Town Hall, Police Station, and Fire Station (need to check with Chief Gates) Wireless T-stats in all appropriate buildings (proposed police station heat pump may include this) Security light change-outs at Highway Dept. & Fire/Police Dept. areas Highway Equipment Garage wall insulation Weatherization in library, both Highway buildings, Town Hall, and Police Station Heat pump for Police Station (forgot to add insulate transfer station equipment) ASHRAE level II audits may be needed before some of the heating equipment replacements, but probably not for the weatherization projects. Further discussion of the "Green Communities" process centered on what the energy committee's responsibilities would be. It was the consensus of the committee that we would strongly recommend a pre-approved project expeditor be hired by the Town and that Guardian Energy, who worked with the committee to put the application together, be recommended as our choice for that expediter.
