Warwick Buildings and Energy Committee Draft Minutes, Oct 2, 2014, 6:45 p.m. Attending: Jack Cadwell (JC), Janice Kurkoski (JK), Steve Kurkoski (SK), Meeting opened 6:55 p.m. Jack worked on equipment garage, not in last weeks minutes Main Topic - Green Communities, esp Criteria #3 - Energy Reduction Plan We must have a draft of the Energy Reduction Plan by mid-week next week to allow the selectboard to look it over before their mtg on Tues Oct 14th, on which day we must get their signature for the Oct 17 GC application deadline. WE will strongly promote weatherization upgrades first (where practical), then see what energy savings result after 1 winter, then proceed with right-sized heating system upgrades. We have and will continue to get public feedback on proposed projects, esp from Heads of Departments. J & S already spoke with Larry about the security light at the Hwy bldgs. JK will speak at the Women's Guild mtg Oct 7th to explain GC and get ideas. Another idea: use GC funds for residential MASS SAVE co-pays, perhaps on a sliding scale with home value as the scale. Jk will look over winsert drwgs for library to submit with application. Jack wrote narrative for highway Equipment Garage insulation project. WCS - Reservations were expressed about including the school in the Energy Reduction Plan because of the lack of return on investment under the existing way that operating expenses are shared. Including the school in the GC application is therefore not in the town's financial interest at this point. This would change if the District adopts the Energy Savings agreement that Steve has been promoting before the various towns in the district.
