MINUTES WED. Oct 14, 2015 WARWICK BUILDING & ENERGY COMMITTEE MEETING Meeting called to order at 7:10 PM by Chairperson JK MEMBERS PRESENT: Dan Dibble (DD), Mary Humphries (MH), Janice Kurkoski (JK), Steve Kurkoski (SK) Minutes of last mtg accepted MH presented theme for the "Green Corner" this month will be her experience with NGrid and energy audit/work done. JK said she would like to add a paragraph about weatherization being done on Town buildings. SK urged that she make clear that the work for the Town is not connected with NGrid or their weatherization programs. GREEN COMMUNITIES GRANT 1) JK updated members on status of heat pump for the police station and projects in the Town Hall, Library & highway dept. Disc followed regarding timing of projects and what the committee needed to facilitate . JK will coordinate building access for these projects. The Fire Dept is to be notified when work is being done in the attics in case the an alarm is set off. JK and SK have met with Andy Wheeler of Premier Supply Group to consider a more efficient heat pump with a bigger rebate at the Police Station 2) Town Hall project will require some prep work by local volunteers/workers; the basement needs to have records/materials/"stuff" moved away from exterior walls; additional attic insulation will require raising the center walkway. DD will contact David Young (DY) about these issues. MH offered to be a worker in the basement if there is no conflict of interest issue. DD will contact Mark Tajima regarding depth of attic insulation for the walkway project. 3) Highway - 4 "Green Communities" signs are yet to be installed when time/ labor resources allow. Supt Larry Delany (LD) will move items in the way of insulating the equip garage to a wooden shed. DD will make his staging available for the work of insulating and weathersealing when needed. Insulation panels are on-site at the highway garage. JK had contacted Todd Weed so the Tech School can proceed with the security light change-out (note: wall insulation and security lights are NOT part of Green Communities grant). 4) " Winserts" - JC & SK measured TH windows. JK received measurement and will make adjustments for frame sizes & cutting lists. DD dropped off wood for JC to make prototype for large windows in main hall. 5) DD reminded of his responsibility to make signs for Town Hall hot water usage. Some of the new windows in the Town Hall need weather stripping. JC could not find any in Town Hall, will talk to DY about ordering more. 6) SK & JK will proceed with organizing/advertising a workshop on how to use the Library's infrared camera. FERC/PIPELINE JK and Ted Cady have been contacted by MA Attorney General's office regarding environmental concerns and energy conservation issues relating to the proposed pipeline. JK will keep committee informed of further developments. OTHER BUSINESS JK mentioned upcoming winsert workshops in Royalston and Orange, put on by North Quabbin Energy. She will put announcement in newsletter. Also mentioned was a Community Solar workshop put on by Co-op Power in late October. DD asked if "Green Communities" money might be used for further insulation in the new safety building once the Town accepts it as Town property. Consensus was it would but that competition for remaining state funds is increasing and money is not guaranteed. All also agreed that building an energy efficient building is cheaper and more effective than retrofitting. NEXT MEETING WED., NOV 18 6:30 PM Meeting adjourned 8:45 PM
